The CAPS Network is a national nonprofit that partners with schools, educators, employers, and communities to help students discover who they are and where they belong through profession-based learning. Across more than 140 affiliate communities, students engage in authentic projects alongside industry professionals while educators continuously learn from one another to improve practice.
That work has become more than a network of schools; it has become a living laboratory for understanding how education innovation can be developed, tested, and strengthened in real-world communities. Over the past decade, schools and districts across the country have adapted profession-based learning to meet local needs while learning alongside one another. Looking back, I believe we’ve learned something that extends beyond our own work. We’ve learned how education research and development (R&D) can move more quickly from promising ideas to meaningful impact.
The Alliance for Learning Innovation’s Blueprint for the Future of the Federal Role in K–12 Education R&D envisions education innovation that is responsive, iterative, developed alongside practitioners, and designed to solve real-world problems. Reading the Blueprint, I found myself thinking: this is exactly what we’ve been learning in practice.
Every conversation about education R&D eventually comes back to a learner. After all, learners—not programs, policies, or organizations—are why we innovate in the first place. For me, that learner is Zandria Brewers.
As a student at Excel/Metro CAPS in Little Rock, Arkansas, Zandria discovered far more than an interest in healthcare. Through authentic clinical experiences and relationships with professionals, she found adults who recognized her potential before she fully recognized it herself. Today, she is a registered pediatric nurse while continuing her education, volunteers to introduce high school students to healthcare careers, and is working toward launching her own medical business.
When Zandria reflects on her experience, she says the most important outcome wasn’t a certification or a credential. It was that, for the first time, “people are finally able to see who you are and who you can potentially be.
That idea of seeing and focusing on who learners can become may be one of the most important outcomes education can produce. Zandria is certainly amazing, but not a unicorn.
When we surveyed more than 1,200 CAPS alumni in 2025, similar themes emerged across communities and states. Alumni consistently reported lasting gains in confidence, communication, resilience, collaboration, and self-awareness—qualities they continue to rely upon in college, the workplace, and their communities. Perhaps the most surprising finding wasn’t numerical. When asked to describe their CAPS experience in one word, the response we heard most often was “love.”
Love for learning.
Love for meaningful work.
Love for relationships.
Love for discovering who they were becoming.
Researchers rarely measure love. Yet it may be one of the clearest indicators that we’ve created learning environments where young people feel known, challenged, and inspired to contribute. Perhaps that’s an outcome worth studying more intentionally.
These findings reinforce something many educators already believe: students thrive when learning is connected to purpose, relationships, and authentic contribution. The challenge isn’t simply identifying those conditions. It’s building systems that allow communities to test, refine, and improve them together. That’s where I believe education R&D has an extraordinary opportunity.
For decades, we’ve often imagined innovation as something developed in one place and replicated elsewhere. But schools are not factories, and communities are not identical. A rural community in Kansas will adapt ideas differently from Birmingham, Alabama. Those differences are not barriers to scaling. They are the engine that makes innovation better.
Every time educators adapt an idea to meet local needs, they generate new learning for the field. Every time schools openly share what worked—and what didn’t—they shorten someone else’s learning curve. Every time researchers and practitioners work side by side, implementation becomes part of the research process itself.
That is what I’ve come to believe education R&D should look like. Not research followed by implementation (“learning to do”). Rather, research through implementation (“doing to learn”).
Networks like ours don’t replace rigorous research. They accelerate it by creating continuous feedback loops between learners, educators, employers, researchers, and communities. ALI’s Blueprint calls on the federal government to invest in innovation alongside research, empower state and local leaders as partners in designing solutions, and strengthen the systems that collect and share evidence across communities. Our experience over the past decade reinforces each of these priorities, the true conditions that allow innovation to flourish and learners to thrive.
Ten years ago, we chose relationships over replication because we believed innovation spreads through trust more effectively than through compliance. Today, I believe that lesson extends far beyond our own network.
If the next generation of education R&D truly aims to improve outcomes for learners, we should invest not only in discovering what works, but in building the conditions that allow good ideas to travel, adapt, and improve.
After all, the future of education innovation will not be built by a single breakthrough. It will be built by helping more learners become who they are capable of becoming, with the support of an education R&D system that enables educators, researchers, and communities to learn alongside them.
